The Electricity Industry Metering Code, which was gazetted on 23 December 2005, sets out the rights, obligations and responsibilities of Metering Code participants associated with the measurement of electricity and the provision of metering services; the rules for the provision of metering installations at connection points, and the rules for the provision of metering services, standing data and energy data.
The Authority also acts as the arbitrator of disputes which arise between network operators and Metering Code participants.
The Authority is required by Part 6 of the Metering Code to approve four documents submitted to it by Western Power Corporation. These documents include:
- a proposed model service level agreement;
- proposed communication rules;
- a proposed metrology procedure; and
- proposed mandatory link criteria.
Communication Rules and Model Service Level Agreement
On 4 January 2006, Western Power submitted to the Authority:
The Authority has also published a notice detailing its assessment processes, following receipt of these documents.
On 16 February 2006 the Authority made a decision to approve the communication rules proposed by Western Power and published a notice advising of this.
The Authority has published a notice indicating it has approved a request from Western Power for an extension of time of 60 business days (to 11 August 2006) to the date for publication of the communication rules build pack.
The Authority has published a notice indicating it has approved a request from Western Power for a further extension of 60 business days to 6 November 2006 to the required date for the publication of its communication rules build pack.
On 16 February 2006 the Authority granted an extension of time to 31 March 2006 to approve or not approve the proposed model level service agreement. Further details are available in this notice.
On 30 March 2006, the Authority made a decision to approve the proposed model service level agreement and published a notice advising of this.
Registration Process for Meter Installation Providers
On 10 March 2006, Western Power submitted to the Authority:
The Authority must assess the proposed contractor connect scheme again st the requirements of clauses 6.9 and 6.5 of the Metering Code.
The Authority has published a notice detailing its assessment processes, and seeking submissions on Western Power's proposals by 4:00pm WST Friday 7 April 2006.
The Authority has published a notice indicating that it has extended the time to 8 June 2006 for it to decide whether to approve the proposed scheme.
The Authority has published a notice indicating that it has agreed to a request from Western Power to withdraw its proposed contractor connect scheme as a metering service provider registration scheme. It is expected that a revised scheme will be submitted at a later time.
Metrology Procedure and Mandatory Link Criteria
The Authority has published a notice indicating that on 23 June 2006 Western Power and Horizon Power submitted proposed metrology procedures to the Authority for approval under Part 6 of the Metering Code. The Authority is now assessing Western Power's proposed metrology procedure and Horizon Power's proposed metrology procedure together with Western Power's consultative process report and Horizon Power's consultative process report detailing the process followed in developing the metrology procedure and compliance with the Metering Code.
The Authority has published a notice indicating that on 23 June 2006 Western Power and Horizon Power submitted proposed mandatory link criteria to the Authority for approval under Part 6 of the Metering Code. The Authority is now assessing Western Power's proposed mandatory link criteria and Horizon Power's proposed mandatory link criteria.
The Authority has published a notice indicating that it has extended the time to 15 September 2006 for it to assess the proposed metrology procedure and mandatory link criteria submitted by Western Power and Horizon Power.
The Authority has made a decision approving the proposed mandatory link criteria submitted by Western Power and Horizon Power and issued a notice to this effect. This decision followed a report from McGill Engineering Pty Ltd indicating the proposed mandatory link criteria complied with the Metering Code.
The Authority has made a decision approving the proposed metrology procedure submitted by Western Power and Horizon Power which includes the metering management plan as a separate appendix and issued a notice to this effect. This decision followed consideration of a report from McGill Engineering Pty Ltd indicating the proposed metrology procedure complied with the Metering Code.
On 20 February 2008, the Authority published a procedure for a party to refer a dispute under the Electricity Industry Metering Code 2005 and the Electricity Industry Customer Transfer Code 2004 to the Authority for resolution.
