The Electricity Networks Access Code (Access Code) is established under the Electricity Industry Act 2004 and provides the framework for the independent regulation of certain electricity networks in Western Australia.

The objective of the Access Code is to promote the economically efficient investment in, and operation and use of, networks and services of networks in Western Australia, to promote competition in electricity retail and wholesale markets.

The Authority is responsible for regulating third party access to regulated or ‘covered’ electricity networks in Western Australia. At the commencement of the Access Code, the only regulated network in Western Australia is Western Power’s South West Interconnected Network (SWIN) within the South West Interconnected System (SWIS).
