Part 5 Instruments
Section 40(3) of the Railways (Access) Code 2000 (the Code) defines Part 5 Instruments as the train management guidelines, train path policy, costing principles and over-payment rules. Part 5 of the Code also states that railway owners are to comply with the Part 5 Instruments as approved by the Authority. In 2006, the Authority conducted a review of WestNet Rail’s Part 5 Instruments, undertaking two rounds of public consultation prior to making its final determination on WestNet Rail’s Part 5 Instruments. A consultant’s report on the submissions received was also made available to the public.
